The Dhaka North City Corporation(DNCC) on Tuesday officially released a set of guidelines to implement the 'Premises Rent Control Act, 1991.' During a press conference at Nagar Bhaban, DNCC Administrator Mohammad Ejaz announced that house rent cannot be increased before two years, and any hike must not exceed 15% of the local market value. For safety during fire or earthquakes, landlords are now mandated to provide tenants with keys to the rooftop and the main gate. The guidelines also stipulate that rent must be paid by the 10th of each month, with landlords required to provide signed receipts. Advance payments are cappe at three months' rent, and a two-month notice is required to terminate residential contracts. To resolve disputes, ward-level associations will be formed. Administrator Mohammad Ejaz stated, "If a landlord takes any step to ensure security or discipline, they must inform the tenant and obtain consent before implementation.
